You're right, Pike is extremely hurt that Jim didn't trust him enough to tell him about Tarsus. And that when the confrontation with Moreno happened, it seemingly didn't occur to Jim that he could come to Pike for help, instead Jim called Starfleet Intelligence.
Pike desparately wants to be able to fix this, just as he wanted to save everyone when he first heard of the tragedy. But all he can do for Jim is to call in a few favors, Jim isn't going to let him get close enough to do anything else. Which is understandable, given how much Kodos's treatment and the aftermath must have screwed with Jim's ability to deal with authority figures, but it hurts nonetheless.
